Judge Muller graduated from Rutgers University in 1976 and Ohio Northern University College of Law in 1978 where he served as Editor-in-Chief of the Law Review, He practiced law in the Lake George and Capital District area for 30 years and was elected to the Supreme Court in 2009 and re-elected in 2022.

He is the former president of the Warren County Bar Foundation, a former member of the the Medical Review Board of the New York Commission of Corrections, and is presently Chair of The Bench Book for New York Trial Judges published by Thompson- Reuters.

As a founding partner in the firm of Carusone & Muller, Judge Muller was actively engaged in an extensive civil and criminal trial practice. He has handled cases at all levels of trial and Appellate Courts in the State of New York and tried criminal and civil cases in many counties of the State, including all counties in the 4th Judicial District and many other counties surrounding the 3rd Judicial District, as well as in Federal Court. In private practice Judge Muller was panel counsel to numerous liability and casualty insurers in the U.S and Canada, maintaining an active personal injury and defense practice. He has also served as a Special Prosecutor in Warren County and for five years as a Warren County Assistant District Attorney assigned to felony trials. He has been a member of numerous country Bar Associations including those in Warren, Saratoga, Essex, Franklin, and Clinton counties. He has also served as a Directer of the New York Association of Supreme Court Justices and is a member of the York State Academy of Trial Lawyers.

Judge Muller was sworn in as a Supreme Court Justice on January 1, 2009 and has been assigned to St. Lawrence, Franklin, Clinton, Essex, Warren, Washington, Fulton, Montgomery, Saratoga, and Schenectady Counties. Judge Muller is widely published with several hundred of his decisions having regularly appeared in the New York Official Reports and the New York Law Journal. In the course of his judicial career the Office of Court Administration reports he has nearly 18,000 case dispositions to his credit.

Judge Muller is available for mediation and arbitration in a wide variety of civil cases.
